3gs will not activate with att

My iphone 3gs will not activate after restore. Using Att sim card the iphone 3gs will not activate and will not give me service.

The Sim card is good.......Is my baseband chip bad? I can read the imei# and the baseband modem firmware ( theyre not blank ).......

I have 7 phones like this and am an iphone repair facility. Please let me know what this could be....thank you
