You normally need the original Apple ID and password to remove Activation Lock, since it’s part of Apple’s security system. I bought a used iPhone 16 Pro 5 months ago that was stuck on Activation Lock and I didn’t have the Apple ID from the previous owner. After taking suggestions and watching the reviews I ended up using PassiXer iPhone Unlocker, and it actually worked really well. The process was straightforward, and it helped me get past the lock so I could finally use my phone.

Short story, you can't. The lock is held on Apple servers, and no one but Apple can remove it.

You will need to contact the owner of the iCloud account and have them remove the phone from their account. Otherwise if you have the original proof of purchase, Apple can remove it for you.
