2 solid red rings, heat sinks not heating up

I received anXbox 360 that had the x clamp fix and the penny trick done to it. When I plug the power supply into the Xbox it automatically shows two solid red lights on 2nd and fourth quadrant if the Xbox is lying flat... Sometimes when I unplug the power supply from the back of the Xbox and then plug it back in... It will show 1 solid green light in the second quadrant and 1 solid red light in the 4th quadrant... Or sometimes it will show 1 solid red light in the fourth quadrant... Every post I've seen is about flashing lights... Well, these lights don't flash... It won't even let me do the secondary error code.... When I hit the sync and ejector button the light or lights stay solid red... Can someone please help

First, tear the xbox down to the board. Then take the CPU and GPU heat sinks off and clean them. Make sure to reapply thermal paste! Guides are below.

Next, reflow the RAM chips on the board of the 360. A re-flow can be done a number of ways. depending on the tools you have on hand will depend on which method you want to use.
