Locked to previous owner
my younger siblings bought this second hand phone on marketplace and the owner won’t help us out with it being locked to the past owners iCloud, how do I fix it?

There is no way around it without the past owner removing the iCloud lock.
If the seller/previous owner won't unlock it, you should attempt to return it or dispute the charge.
