@david79211 since you did not tell us what exact year your Crown Vic is, I would suggest you check for the fuse box diagram for your year on here Now here is the fun fact. There is not a single fuse for the headlights. Your Crown Vic uses an LCM (Light Control Module) So, check the fuses that are marked as anything with an LCM in the description.
If you let us know what year your vehicle is and what the exact issues with it are, we might have a more productive answer :-)
