Guides for the Wi-Fi version of the iPad Mini 4—model A1538. Announced on September 9, 2015, the iPad Mini 4 is the successor to the iPad Mini 3.

The tablet didn't fall, but why did white stripes appear on my screen?

I have a iPad mini 4th gen model A1538 and one day stripes just appeared on it. I couldn't find the reason for this on the Internet, maybe you are familiar with this problem?

And most importantly, how to fix it? Do I really have to change the entire display?

Otherwise, the tablet works as usual.

Thank you!

That is definitely LCD damage. Damage like this can be caused by pressure such as when it's in a back pack. The only fix is to replace the LCD, which in this case it fused to the glass/digitizer. Unless you or a local shop as the tools and skill to separate the glass from the LCD, I would just replace the entire part.
