Why is my scroll wheel "over-scrolling" in the opposite direction?

When i want to scroll with my mouse it tends to over scroll in the opposite direction. This can range from being just a tiny bit of a back scroll or a massive one where i literally can't scroll downwards for example and it just keeps going up. Apparently this is a common problem but with no apparent fix around.

This happens to me with some other general mouse-wheel related problems. Would love someone to work out how to get at the mouse wheel easily. I can pop the buttons into a slightly raised position but no further, some Isopropyl alcohol will probably do it but it's just getting at it without taking the rubber feet off that's the issue
