My ipad air says that my software is up to date but ipad OS Says that the latest version is 18 but my ipad says it's running on IOS 12.5 .7 How do I update it to the latest software

The tablet is considered to be obsolete and it is already operating on the last (highest) supported OS.
You can't update the tablet anymore as the hardware won't support it.
