Whirlpool LSQ7030LQ0 washer. Off balance when it spins. I have replace both sets of suspension pads, all 4 suspension springs and checked that the balance ring has fluid in it. What else can it be?

Does it do it if you spin it empty? If not, then it is the clothes distribution.

Yes. It does it empty. I just noticed that it is rubbing the bottom of the tub ring as it spins to the point that it is creating a bur on it.
There is a part, I have never replaced one but I have heard others replace them, under the tub. I can't remember what they called it. Could be a stem, seal and bearing. It isn't an easy replacement but it can be done. That would tilt the tub and cause your symptoms, I suppose.
