What could be a problem when it refusing to open
If I blug it one then presses the power button it not doing any action

You have posted the part number for the case fan used in the desktop. We need to know the model number of the desktop to help you further.
It could be a Thinkstation P series e.g. Thinkstation P300, P320, P620 or an S series e.g. S20 or an E series e.g. E32 etc.
Look on the bottom of the case as well for the product label.
