I want create Apple ID but they keep telling me it cannot be created at this time

Hi Randy, Try creating an Apple ID at iCloud.com instead of on the device. If you continue to have issues, It is most likely that the phone number is associated to another account (Most likely the previous owner of that number). You can call Apple and explain your problem. They can bypass certain problems.
