Can one restore data erased or deleted?

I know my husband had more on his phone before he passed away. It's there a way to retrieve what he deleted? I know one can recover deleted data from a computers hard drive unless they erased the hard drive too is a phone the same way? Can I recover what was deleted from a phone?
