Can't enter safe mode on new 3ds xl

When I try to enter safe mode holding by down all the button combinations, it just flashes gray for like 1 frame and then stays on a black screen untill I force shut it down by holding the power button down. Even after waiting for around 15 minutes it still doesn't boot up. Does anyone know the solution?

I forgot to mention but my new 3ds xl is modded.

Hi!

What is the reason that you need to boot into Safe mode? Is it failing to boot as normal?

It can normally boot up but I need the safe mode as it can restore critical nand files which a system update can't do from my experiences. Is this normal if i mod a 3ds and region change it? Thank you!

I'll try. First thing is to check your luma version. Boot the console while holding SELECT and look for the version number on the top screen
