New battery will not charge leave low battery screen, what to do?

My iPhone 3GS took a swim as my decided to take it with him in the bathroom without asking. After a stay of execution I opened the phone and cleaned the water out, use alcohol on the logice board, and bagged it with rice. The typical stuff. After 48 the device worked, with exception to the camera. I noticed when it was drying the camera fogged up so I wasn't expecting that part to work.

After about 3 weeks I started to notice that phone rebooted when it was put under strenuous use or charging. I did some research and restored the software to which I got error 29 in the middle of the restore. This indicated a bad battery. I was able to complete a restore it. I used the iPhone configuration utility to check what the console was throwing right before the reboots. It also indicated the thermal sensor on the battery was not responding and the phone was being rebooted.

I assumed I missed some corrosion and was correct, when I reopened the device the logic board bundled to the battery had been corroded. I decided to untaped the logic board and attempt to clean the corrosion with alcohol. In reassembling I realized I ripped part of the ribbon when I was removing the tape. From here gave up trying to save the battery and ordered a replacement here at iFixit.

When the new battery arrived I installed it and put the phone back together. When Turing the phone on was greeted with the red battery dead logo. I grabbed a cord and plugged it in. It indicates that it. Is charging but the phone is not booting up. I have had it plugged for about an hour now. I was able to enter DFU and restore the phone with no errors but the phone went back to low battery instead of rebooting. It has been sitting for a half hour since then. Did I get a bad battery or is it possible I received one that had no charge. I am traveling on Monday I really hope I dont have to RMA the battery because then I will be without my phone for a week while in Disneyland, where some apps would come in handy.

iFixit is replacing my battery, they told me I don't have to return it just to recycle it and they gave me website to help find a location in my area. Real top notch service, I appreciate it. We will see if this works.

Replacement arrived and is working, was a defective battery. Thanks to iFixit for making it right.
