My sister's scooter won't turn on even after we charge it, I know the charger works because I charged my scooter and it worked. After we charge her scooter it won't turn on. Even after hours of charging.

If you're able to open up the battery compartment make sure all connections are secure and the battery is able to discharge. You can use your multimeter to verify the batteries charge level and then chase the problem from there.
