There are 3 settings in BIOS that can turn the PC on automatically.
Here's an image from the Optiplex 780 service manual showing what they are. See the 3 highlighted in green
The 3rd option Remote Wake Up is only if the PC is connected to a server so that it can boot up i.e. it doesn't have an operating system installed in the PC itself.

does it restart only on windows logo? or does it restart on various conditions?

Mine starts itself during the night and is ON when I come into my office each day. It must be some command in the Registry.
