wont charge and wont boot all the way

So a few months ago my sister put her iPhone 4 in her purse and then put an open bottle of water in the purse. she didn't dry it and the phone got water damaged. It does not charge or connect to iTunes.

I opened it up cleaned it everything but the screen with 97% alcohol, i also put in a new battery. I put it back together and nothing has changed.

Any advise? could it be the plug on the bottom of the phone?

Yes it could. I recently had 3 different iPhone 4 handsets all with water damage. All 3 needed new batteries, 2 needed new charge port (the plug on bottom of phone), and 1 needed a new screen as well. Give it a try, it is a relatively cheap part and if it doesn't fix then at least you have eliminated it as a possibility. Screen maybe next step.
