If the blower motor fan is running with the car off that's usually a sign of a bad blower motor controller. These are solid state devices and when they fail they often fail in the full on position even with the engine off and the key out of the vehicle

Vehicles with variable speed blower fans are run by a solid state blower motor controller . When those controllers fail they usually fail in the high speed position that runs the blower full time . In those cases the fix is to replace the blower motor controller .
