My dell optiplex 7040 wont turn on at all

It does not turn on completely but when the BIST BUTTON is pressed fans start spinning. What might be the issue. Please help

Maybe a little more verbose description of the symptoms would help.

Like, what do you mean by "not turn on completely"? And what is BIST?

What are the power and drive LEDs doing?

What is the screen doing?

Give us something to work with if you want a good answer!

@ruggb This is undoubtedly old and a moot issue, but BIST is "Built-In Self-Test"

There's a BIST button on the back of some of these Optiplex models.

I have a 7040 SFF that hates losing power - I have to unplug the power cord from the PSU for a few seconds, and then plug it back in, and after doing that, I can hit the power button. Usually have to hit the power button twice. First press spins up briefly before powering back down, then the second press boots clean.

This only happens after an ungraceful power loss. If I shutdown the machine gracefully, there's zero issues the next time I power up.

Remove and check the voltage of the RTC coin cell battery (aka cmos battery) on the motherboard.

If it is <2.5V DC or if the battery is >4-5 years old replace it.

If the battery voltage is low power fluctuations can cause corruption in the BIOS which can prevent a normal startup.

It can be intermittent which makes it difficult to prove but it's still worth checking anyway.

If you decide to replace it (usually it's a CR2032 - printed on the battery - available most everywhere e.g. supermarkets) you may find that you will have to adjust the date and time the next time you start the PC but after that it will be OK.
