Why is my new battery charging?

I just installed a brand new battery in it but when I turn it on with the charger. it shows that its at 0 percent. it isn't the charger since i put the old battery on it and it started charging like normal. it even gives a orange LED to show that its charging.

Options

a brand new battery should be 50 to 70% charged. If not, it could be old stock and self discharged. If it doesn't charge in a reasonable time, return it.
