Computer not turning on but the fans are spring no screen or boot chim

I just got another logic board that I replace and I installed right but the fans are spinning but no screen or boot chime is working. What could cause the issue for that? Could it be the pram battery?

Options

A PRAM reset would clear a corrupted PRAM and the system was plugged in to power. If that worked then the PRAM battery would need replacing as the setting could then get corrupted again.
