Laptop is frozen when I turn on. Dell logo,is the only thing I can get. I’ve tried turning everything on and off. Unplugged and took the battery out several times, tried to start up to no avail. Keyboard hasn’t solved the issue either.

Very first thing I'd try is checking the ram modules. When one or both go bad or aren't fully seated, weird things can happen.
It won't cost anything but a little time to remove them one at a time and swap them out, carefully making sure they are
fully connected.
May not work, but at least you will have eliminated a potential culprit. Good luck!
