fills up water stops and does nothing else

Have a kenmore 400 washer was gifted to me but for some reason it only fills up water stops and does nothing else what could be the problem?

What is the model number of the washer?

Does it start to work if you manually step the cycle timer switch forward after it stops filling? Try one step at a time
