You have to take this phone apart and clean it right away, it is not funny how corrosive boose can be to electronics!

First, you want to order a replacement battery, the old one is a risk to use and when I fix liquid damaged iPhones, I buy a battery and add it into the cost, simply because the old one may have shorted

Next, take the phone apart and take all the parts like the headphone jack, dock connector and logicboard out of the phone(DO NOT let the screen sit in alcohol, you may ruin the digitizer assembly, don't even put it in alcohol)

follow all the guides to take the phone apart

iPhone 4

From there, put the parts in a airtight container with 91% or stronger isapropal alcohol, available at your local drug store(where you get band-aids and PRESCRIPTION drugs, just in case this term confuses anyone)

let it sit in that for 10 minutes to get ready for the next step

Now scrub the logicboard with a toothbush GENTLY to avoid breaking components off the board

let the parts dry under a warm lamp overnight, and the phone will survive, the longer you wait, the more likely you will ruin your phone for good
