Why am I not able to view available device list in Bluetooth setting

When i turn on Bluetooth the available device list is empty and i can't connect to other phone so i am unable to find and connect a Bluetooth device.

Options

Check that the other phones Bluetooth is set as public or if it's a audio device maybe resetting can make it work.

Also there's an app called share it that you can get on the play store that transfers files over Bluetooth and WiFi for faster speed transfers.
