The hard drive is not working. The HDD has all of the files for your computer on it, including Windows, which is your operating system. The computer cannot access the HDD and that is why your operating system is not found.

Try following the instructions here: https://support.microsoft.com/en-us/wind...

If the storage drive is physically broken then you will have to buy a new storage drive and replace it. Follow the instructions here: Dell Inspiron 1564 Hard Drive Replacement

If you do not have the money to replace your storage drive, there is a small trick you can do to see if it will work again. Since your model of laptop has a hard drive, some plates inside it might be stuck, or the needle might be stuck. Try taking the hard rive out of your computer and giving it a solid flick on both sides. Put it back in and see if it knocked the stuck parts back into place.

Try it with a different power cord, and disconnect the battery if the battery is removable. Plug it directly into a wall outlet without any extension cords or splitters. If it works, use that power cord from now on. If it still does not work, try a different wall outlet. If a different wall outlet does not fix it, open up the laptop and make sure the power switch and power cord are securely connected to the motherboard.

@muhammedrihab start off by connecting an external monitor. Should that display, the issue is with your LCD/connector etc. You can also check to see if this is a backlight issue. With the laptop on, use a flashlight and shine the beam at an angle against the screen. See if you can make out shadows or shapes. If you do, then it is your backlight that has failed. Let us know what you find out.
