All of those symptoms plus this lock activates and don't release for an hour. It's an Amana top load, model NTW4516FWR.

@matthewwenner what exact model is your washer? What have you checked? On some Whirlpool washers the F7E1 error is a basket speed fault which is displayed when the main control cannot determine speed of basket, or speed changes too quickly.

Here's the Tech Sheet - W10740573 - Rev B for the washer.

See p.7 for what to check for an F7:E1 fault code.

Run the diagnostic checks to make sure what error code is being shown. See p.2 for how to initiate the tests and p.3 for how to interpret the error status lights
