Laptop not powering on and screen glitching out, cpu block hot

Hello! I've obtained an a1708 macbook pro and it is unable to start other that the screen is freaking out on internal and external screen. The cpu cooler is also extremely hot to the touch during the screen anomalies. Not done many laptop repairs and never tried macbook but willing to learn. Any tips where to start troubleshooting or anyone experienced this kind of issue before me.

No visible damage on the motherboard or any signs of liquid damage.

Ouch! Sadly there’s not much you can fix here as the CPU has failed! You will need a new logic board to fix this system.

What you are seeing on both displays is the CPUs graphics engine going nuts. Here’s a teardown of this systems first version of this series MacBook Pro 13" Function Keys Late 2016 Teardown jump down to Step 15 to see the logicboard details.
