How do I tell if the battery is receiving charge current,

Nin. Sw. Lite is not responding to charging. I have the back shield off, is there a set of contacts to the battery that I can monitor with a DVM - to see if when the charger is attached and powered that the voltage is higher than w/o the charger attached.

@jgbsr yes you can. Follow this guide Nintendo Switch Lite Battery Replacement - iFixit Repair Guide right to step 10. do not remove any cables etc. Now get a multimeter and place it on something like a 30 VDC range. Place the red probe on the red contact of the battery connector and the black on the black contact.

Measure the voltage with your Switch plugged in and with it not plugged in. You will see a higher voltage with it plugged in. If the voltage does not change. You are having issues with the charging circuitry/charger.
