Get the OBDII port scanned for codes and check if there are any P0502 or P0503 DTC codes being shown.

A P0502 is a VSS circuit low input problem and a P0503 is a VSS circuit performance problem.

If you get either of these codes and since you have replaced the VSS it could a wiring problem between the VSS and the Powertrain Control Module (PCM) or a problem in the module.

If you don't get these codes it could be in the instrument cluster.

Have read that dealers have a diagnostic tool which they can use to check if the signal coming from the VSS matches what is being sent to the instrument cluster which helps narrow down where the problem may be.
