Bad battery or bad board?

Looking at this MacBook, It's the Late 2018 model w/4 thunderbolt ports. Nothing I can do will get it to start. None of the key combos work. I have tried disconnecting the battery and plugging it in, and still nothing. Is it supposed to be able to turn on with the battery unplugged?

The laptop should power on with the power chord. Does it make any noise when plugging it in? Does the fan turn on?

According to Apple, it should be a 61W USB-C Power Adapter. I've charged other apples with less wattage with it completely turned off and the lid closed.

I am pretty sure it is an SSD failure. As on the TBMPBs used a T2 chip, the Mac would be unable to boot, even post with any NAND chips not working, which in turn, makes the board not functional. I am not 100% sure on this, but it is quite likely as this would happen if a single NAND chip died due to the RAID configuration and the way the Bootloader is stored. Hope this helped.
