Why does my controller randomly move itself and doesn’t let me move?

I recently got a pc and hooked up my controller. The first two weeks my controller was perfect fine as it was until it started moving itself. Believing it was stick drift I decided to get a new controller, but it still had the same issues. My right joystick would move by itself not letting me turn around as well as my left joystick making my character go into circles. Just recently it would suddenly not let me move around or press any buttons for 5-10 seconds. Is it a software issue on my pc?
