Is there any sound?

Do any lights glow or blink when you plug in the charger and press the power button?

The power button light comes on for like five seconds, and then goes off. But no fan, noise or indication by the lights on the laptop that it’s powering up.

Common problem with Toshibas.

Unplug charger from laptop, take the battery out

Toshiba Satellite P855-S5312 Battery Replacement

and press the power button for about 30 seconds.

Some put the battery back in first and then power up.

I prefer this sequence in case the battery is flat or dead. Plug in charger and see if the laptop powers up normally.

It could be faulty component (RAM, CPU, GPU, bios chip or worst, motherboard). You should also check if you get enough voltage from AC adapter by measuring output with multimeter. Easiest you can do is borrow from someone same ram memory module and swap it with yours.
