It is most likely a built in safeguard. Like how you can't screen record a YouTube video on a phone. Not much you can do about it. If you really need to record a phone call just put the call on speaker and use another device to record the audio. Hope this helps.

The phone calling app is the default app for the phone
You can download third party call recording apps from your Operating systems app store.
