Why won't the fan blow on my portable air conditioner?

I found a failed capacitor in my Delonghi room air conditioner. The capacitor for the condensor fan is inside of a metal box, but it takes quite a bit of disassembly to get to it. The failed capacitor is a type CBB61, 8 microfarad, 250 Vac. Available from many sources including Amazon and eBay for about $10 USD.
Another iFixit user has posted good instructions for disassembling the cabinet. His instructions indicate about 30 minutes for the job but I spent significantly more time.
