@binadu4dinner there are a few possibilities but I suggest you start with a new display. Use this guide Samsung Galaxy Note9 Display Assembly Replacement to work on your phone. After you change the display, re-evaluate your phone and let us know how it works out.
Of course, you can always check the components according to Samsung's flowcharts
