How do I repair Vista to update certificates (SSI) will not update
computer connected to internet, But will not recognize certificates.

Not quite sure about what kind of certificates you are asking about.
Vista? That is quite a security risk. Looking at the Toshiba (now Dynabook) website
there are drivers for Windows 8.1 so it would probably work with Windows 10, in my experience.
