The laptop is not powering on only lights are blinking screen is blank

Dear all if anyone knows about how to get repair of Lenovo e490 model laptop only lights are blinking screen completely blank I checked with battery terminals removing and removed the timing shell terminals also but no use the same thing happening sometime it gets on and sometime completely down

this is because of some problem listed below

-pce will be damaged

-mother board will be damaged

-laptop screen must have fried due to unstable current battery
