samsung j7 not turning on

When my device didn't turn on, I plugged it into the provided wall charger and then held down the Power + Volume Up buttons for a full 12 seconds. Even then the device still didn't turn on, then I held down the power, volume up and volume down buttons for a full 1-2 minutes. Still no one response.

Does the phone show that the battery is charging when the charger is connected?
