The rubber gasket that located between the glass and the aluminum casing is starting to work its way out of the iPad. Initially this only happened on one corner of the device, but now it's starting to happen in other places. Is there an easy way to fix this problem or is the answer "purchase a new front panel"?

It looked to me when I opened mine that it serves no other purpose than a trim piece. Mine wasn't rubber, it's plastic and it broke but I just made sure it was in place when I put it back together.it worked fine..of course you could order a new one, or I think you could eliminate it all together if you are talking about the plastic strip that runs around the glass on the digitizer screen...
