Why is only the very top row of pixels on my iPhone turning on?

Background: This same thing happened a few months ago, but it cleared up in a few minutes by just turning it off and on. However, this time, it hasnt worked. Ive tried restarting it and stuff but I dont know where to go from there.

Problem: Only the top row of pixels is on and working on the LCD screen, but the whole touchscreen is responsive. It could be water damage because I have a replaced screen and yesterday I got stuck in a huge thunderstorm for a good 10-15 minutes.

Please help me fix this!
