PS3 wont go in to safe mode after a failed system update

I tried to update my PS3 using a USB as I wanted to renew the bluray key, but after it downloaded the update contents from my USB and started the update it would display the error message 8002f1f9 saying "Update failed, try again" around the 40% mark, I have tried to restart it a few times but the update always fails at around 40% A lot of the guides i have looked at say to put the device in to safe mode and try the update from there, but after holding the button till two rapid beeps it just goes back to updating instead of safe mode
