Should I have voltage ( 5 volts ) on power board pin stating ps-on

Vizio tv Mod# M70-C3 when i test pin 3 on power supply board which states ps-on i get 5volts this is without turning tv on, should there be a voltage there even before i turn on tv, tv will not come on dead except once in a while when I press on button indicater light will come on for a few secs then fades away sometimes indicater light will flash then fade away tv still dead, have12 volts stby butt 6v & 3v on pins stating t-con which legend states should be 12v.

@lakersclippers we need to see your boards and the connectors. Yes, it is possible that you are measuring the right place for the stby voltage, which would be accurate as well. WE can not verify this for sure since we can't see what and where you measure.

One of the concerns I have is the voltages to the T-Con board. Those sound low. Disconnect the T-con board and measure the voltage. Let us know what you got.

It will help if you post some really good pictures of all of your boards etc. with your QUESTION. That way we can see what you see. Adding images to an existing question
