Factory defective steam deck (heat dissipation cable, maybe)

Hello everyone, a couple of days ago I unpacked the steam deck, ordered directly from Valve, when unpacking I found this defect, after looking at the materials I came to the conclusion that it could be a heat dissipation cable, but I'm not sure if Valve support is very slow, I would like to know your opinion on this, whether it can be fixed on your own and whether it can be used, will it explode?
