How many signal bars are showing on the phone when a call rings the 1 time only?
If it is low or not showing then perhaps the service provider is losing signal from the phone and therefore switches the call to your voicemail service.
How long is the ring time set for?
Most service providers have a dialing code that you can enter from the phone that allows you to control the length of the ring time on an incoming call although usually the minimum is 15 seconds and the maximum is 30 seconds, able to be incremented/decremented in 5 second steps.
Check you service provider's website for how to extend the ring time so that there's more time to answer a call in case you missed hearing the first couple of ring tones.
Your service provider's website will also detail how to manage your voicemail service.
