My mac pro 2009 not power on

i have one mac pro 2009 long days not used now i check to use it it s not on only inside behind the fan on logic board two led" s (cpu hi temp ) blinking no other changes happening .. what is the problem ?

I would try to locate someone locally with MacPro repair skills a non working system is very hard to diagnose without having the needed tools and documentation.
