joey royer couple of things you want to check. First of course will be the fuse. Second the blower motor relay. After that you need to check the blower motor resistor. and then the blower motor itself. You do know it is under the glove box. To check the blower motor do a quick test by wiring it directly to the battery. Just some temporary wires so you get power to the motor. It should come on. If it doesn't you need to replace it. Use a multimeter to test the switch and the resistor. The resistor will be found on the wiring just before the fan and it will go in the duct work for the fan just before the blower.

Let us know what you have checked and the exact year of your Beetle. We may have more direct instructions for this.
