Can you change the language of japanese 3ds games?

I just recently bought a japanese Yo Kai watch 3, not knowing about the region lock. So I now think about buying a japanese gaming console as well, since it is still cheaper than buying the game in the language I need. I already heard that I can't change the language of the console.

But I wanted to know if I can at least change the language of the game. If yes, what languages can I select?

(Please only answer if you know for sure. This decision again is going to cost me over 100€ and would be pretty bad if I get a wrong answer and I am already pretty confused about the different answers I found while researching ^^')

The only way I can think of is some games have community created English patches for games. However, this requires jailbreaking your 3DS. I know people will buy Japanese 3DS's jailbreak them and change the language to English and get rid of the region lock. Then you can download an English patch for the game, if there is one on the net somewhere.
