Charging ring, main screen loads but circulates. Won't turn on

My mother-in-law dropped her phone from a very small distance, now its able to show charging to 100% an the "noax" Samsung screen appears but then it cycles back to the charging circle. I took it to a battery store today, it was vibrating while using they're charger. Can't imagine a hardware issue from a 8" fall but I need some help if possible. The phone cycles from power circle to next screen then back to power circle. Thanks in advance
