Why my phone won't turn on if I plug charging flex

My phone won't turn on if i plug the charging flex but if i remove it then if it well turn on normaly

I'm having a hard time understanding your question. Are you saying the phone will not charge when you plug it in? Or will it only charge when you then unplug the charger and flip it around? Or will it turn on after you unplug it? Where did you get the charger from?
